CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Police Chief Dave Summer, Fire Marshall Eric Bunkofske, Village Attorney Kevin Drendel.

DISCUSSION
1. Oak and Orchard P.U.D Amendment Discussion
The plan for the Springs at Orchard Road by Continental Properties Company, Inc. was presented at the Plan Commission and received approval.

Attorney John Philipchuck of 111 Jefferson Avenue, Naperville, IL was in attendance.

Erik Hahn of Continental Properties, W134 N8675 Executive Parkway, Menomonee Falls, WI addressed the Board regarding the project, which would include 28 acres at the northeast corner of Orchard and Oak Street for multi-family apartments:

– 28 acres with 8 of those acres planned for retail use.
– Will break ground in April of 2016.
– Units range from 500 s.f. to 1,400 s.f.
– Proposed rents will range from $1000/mo for a studio to $1,800/mo for a 3 bedroom.
– Updated the look of the clubhouse and added a few hundred square feet.
– Springs residents will spend $21.6 million annually.
– Springs residents will contribute at least $750,000 in real estate taxes annually.
– Continental will invest $42 million dollars in the multi-family development and a continued commitment to develop the retail portion.

Trustee Lowery asked about the timeframe for building between phase I and phase II. Answer was it is unknown at this time. Lowery asked how long it will take to build the project. Hahn said that they would turn one building over every six weeks (20 units). It will take 18-24 months to take the development to 85% – 90% occupancy.

Trustee Faber asked if there will be gates along the west side so that pedestrians can get to retail. Hahn said that there are three proposed pedestrian cross access points. There is also a proposed 10-foot walkway which will be built.

The consensus of the Village Board was to move forward with the proposed plans.

2. Human Resources Manual Discussion
Finance Director Bill Hannah informed the Board that the Human Resource Manual had been rewritten with a lot of new policies that were not in the previous manual. A few of items included:
– Modified residency requirements for law enforcement positions.
– Discouraged employment for family members of current employees.
– Modified vacation accrual
– Vacation buyback program
– Ability for employees to donate leave time to other employees due to hardship situations.
– Revision to compensatory time for non-union, non-exempt employees.
– Minor revisions to FMLA and military leave policies.

Motion to adjourn made by Trustee Faber and seconded by Trustee Guethle. All in favor. Motion approved.
