SERVICES COMMITTEE MEETING MINUTES
OCTOBER 15, 2018

CALL TO ORDER
Trustee Mark Gaffino called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Gaffino, Trustee Mike Lowery, Trustee Tao Martinez, Village Administrator Steve Bosco, Finance Director Bill Hannah, Deputy Chief Joe DeLeo.

AUDIENCE COMMENTS – None

APPROVAL OF MINUTES
1. Approval of the Services Committee Minutes dated September 17, 2018
Motion for approval made by Trustee Lowery and seconded by Trustee Martinez. All in favor. Motion approved.

NEW BUSINESS
1. Truancy Ordinance
There currently is no truancy ordinance in the Village of North Aurora. This would allow the police to hold people accountable whether it be the parents or the students to get them the help they need. DeLeo stressed that this is not for punishment but to identify a problem and deal with it accordingly.

Lowery asked if the child is younger than 13, does the parent get fined? DeLeo said there would not be a fine. Police would ask the parent why the child is to going to school or are there other reasons. Need to have something on the books to be able to speak with the parents.

Gaffino said that Aurora already has this in place. DeLeo said we would deal only with parents who go to Goodwin Elementary, Snyder Elementary and Jewel Middle School for kids 17 years of age and younger.

Bosco said that this ordinance that was prepared and brought to the committee since this is more of a workshop topic and get the committee’s ideas. The committee can mold it the way they would want it to be written.

Gaffino asked what is considered as truant? Under the age of 18 who has not been emancipated and is in enrolled in a public, parochial or private school.

Lowery said he has an issue with fining the parent. There should be a qualifier and not just any parent can be fined if their child skipped school.

Suggestion of a notification process. After notification by the school which shows they have already taken action, then we would get involved. DeLeo said would have the school sign an agreement that they were made aware of a situation.
Gaffino said he would like to see what Aurora has in place.
