CALL TO ORDER
Mayor Berman called the meeting to order.

NEW BUSINESS
1. Approval of Resolution to Approve an Amendment to the Village’s Purchasing
Policy
Finance Director Bill Hannah stated that at the December Board meeting the Village Board modified the policy to increase the threshold for the Local Government Professional Services Selection Act requirements from $25,000 to $40,000.
Additional changes regarding the purchasing policy:
1. Increase in the public bid requirement from $20,000 to $25,000
2. Increase in Administrator’s purchasing authorization level from $10,000 to $15,000
3. Increase in the Administrator’s change order authority from $10,000 to $15,000 and in situations of emergency from $20,000 to $25,000.
Motion for approval made by Trustee Lowery and seconded by Trustee Guethle. Roll Call Vote: Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Carroll – yes, Trustee Martinez – yes, Trustee Guethle – yes. Motion approved (6-0).
2. Approval of an Ordinance Amending Section 3.40.010 of the North Aurora Code
Establishing the Threshold at which Contracts must be Bid and Let to the Lowest Responsible Bidder
Motion for approval made by Trustee Curtis and seconded by Trustee Guethle. Roll Call Vote: Trustee Curtis – yes, Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (6-0).
3. Approval of a Resolution to Approve an Amendment to the Village’s Budgetary,
Fiscal and Fund Balance Policies

4. Approval of a Resolution Authorizing the Entering Into of a Contract for the
Purchase of Electricity from the Lowest Cost Electricity Provider for a One, Two, or Three Year Term for Water Wells and Treatment Plants Through the NIMEC Bid Process
