COMMITTEE OF THE WHOLE MEETING MINUTES
JANUARY 18, 2016

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman ,Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Sommer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

DISCUSSION
1. Discussion of the Disposal of Street Signs
Since all street signs within the Village are in the process of being replaced with the new blue street signs, there are three options as to what can be done with the old signs:
1. Scrap the red street signs and put the money in to the General Fund
2. Charge a nominal fee of $5.00 per sign to whoever is interested in purchasing one of the old signs. Those fees could go toward North Aurora Days expenses or to the General Fund
3. Give away the signs for free to any resident who wants a sign.

The Board was in favor of going with Option 2.

2. Discussion of Route 31 and Airport Road Engineering Study
There have been some discussions at staff level as to whether or not the intersection at Route 31 and Airport Road functions the way it should. Jim Bibby of Rempe-Sharpe addressed the Board stating that this is an IDOT intersection and requesting the Board approve a $7,000 preliminary engineering study and to show IDOT that something needs to be done with this intersection. Cost of the new intersection was estimated at $425,000 – $450,000 with new signalization. The Board was in favor of moving forward with preliminary engineering.

3. Discussion of Special Census
The last year a census was done in the Village was back in 2007. The census would result in an additional $77,000 to the Village. The Board was in favor of moving forward.

EXECUTIVE SESSION
Motion made by Trustee Guethle and seconded by Trustee Carroll to adjourn to Executive Session to discuss land acquisition. All in favor. Motion approved.
