SERVICES COMMITTEE MEETING MINUTES
OCTOBER 21, 2019

CALL TO ORDER
Trustee Mark Gaffino called the meeting to order.

ROLL CALL
In attendance: Trustee Mark Gaffino, Trustee Mike Lowery, Mayor Dale Berman, Police Chief Dave Fisher, Village Administrator Steve Bosco, Public Works Director John Laskowski and Finance Director Bill Hannah.

1. Approval of the Services Committee Minutes dated July 15, 2019
Motion for approval made by Trustee Lowery and seconded by Mayor Berman. All in favor. Motion approved.

NEW BUSINESS
1. Fleet Replacement Policy
An evaluation form is being proposed for replacing village fleet vehicles. This form was designed by the University of Tennessee and refined by the American Public Works Association. Similar forms are being used by Oswego and Algonquin. Factors included on the form being looked at is the age of the vehicle, the miles or the hours depending on whether it is a regular truck or dump truck, type of service the vehicle is being used for, the reliability of the vehicle, maintenance and repair costs and condition. The form assigns point values to the different conditions for each factor. The total points then suggest whether a vehicle is in good condition or poor condition and in need of replacement.

Mayor Berman said the evaluation form is a good starting point and Trustee Lowery said it is a more objective approach to what needs to be replaced.

Trustee Gaffino asked if any other towns in the area use this other than Oswego and Algonquin. Village Administrator Steve Bosco said that most towns do what the Village currently does which is to bring these requests to the board based on the staff’s recommendation.

Laskowski reviewed some of the current village vehicles and their conditions. Trustee Gaffino and Lowery suggested the village try to keep vehicles longer instead of purchasing new vehicles.

Bosco said his concern is that the village does not have replacement vehicles. Bosco said would also like to keep the vehicles longer, but at the same time, last year the village had 3 plows down at once and the village does not have extra plows so a contractor has to be paid every time the village needs them to plow. Gaffino asked how much it cost to pay a contractor to plow 4 times.

Bosco noted consensus of the committee regarding points on the evaluation form:
-50,000 miles for a base before you give it a point and then 10,000 miles gets a point for every 10,000 after 50,000 miles.

Bosco said his only concern is with police cars since they break down at 60,000/70,000 miles. There could be a policy that the village replaces squad cars every 4 years if needed. Gaffino suggested a tiered program for 50,000 for light duty and 40,000 miles for the plow trucks.

Bosco asked if the committee felt the form is worth a value or if the village should continue with the current process.

This will go back to the services committee in November. At that time, staff will come back with a modified form.

2. 2020 Road Program Presentation
The streets targeted for the 2020 Road Maintenance Program are listed below:

1. April Ln - Briar to east end
2. Briar Ln - River St (Route 25) to April Ln
3. Dee Rd - River St (Route 25) to Hill Ave
4. Arrowhead St - Spruce St to Spruce St
5. Greenbriar Ct - April Lane to south end
6. Laurel Ln - Butterfield Rd to Dee Rd
7. Maple Ave - Lincolnway (Route 31) to west end of street
8. Elm Ave - Lincolnway (Route 31) to west end of street

The cost of the road maintenance program for streets 1-6 in the table above is $1,030,000. The cost of the water main replacement and road repairs for streets 7 and 8 (Maple and Elm) which include water main replacement is estimated at $520,000. The cost of the improvements on Maple and Elm would be split between the Water Fund and Capital Fund. The total cost of the program is estimated to be $1,550,000.
