Construction Project Updates May 24, 2019

 Well Number 8  & 9 Transmission Mains 

Patnick Construction has completed the Well 9 Transmission mains.  The Well #8 transmission main installation project is suspended until the project site dries out. 

2019 Street Improvements

  1. Summerwind: East Victoria Circle and Hidden Creek Avenue The concrete repairs have been identified with white paint and Tree Trimming has been completed on the exterior of the circle.  Saw cutting is likely to get started on Tuesday May 28, 2019.
  2. Orchard Crossings: Westbury Circle, Forest Ridge Drive, Alexandra Court, Oakland Circle, Waterford Road, Fechner Circle, Messenger Circle, Hartsburg Lane, Hawksley Lane, Whalen Court, and Ritter Street. 
    The concrete repairs have been identified with white paint and Tree Trimming has started and will continue in this area.  Fox Valley Tree Trimming Service was last seen on Oakland
  3. Waterford Townhomes: Waterford Road, Kathryn Lane, and Abington Lane.
  4. The concrete repairs have been identified with white paint and Tree Trimming has started and will continue in this area.  Fox Valley Tree Trimming Service will be in the area in the near future.
  5. Patching: Arrowhead, April, Dee,  and Laurel  
  6. Pavement Patching has been marked out in white paint.
  7. Deerpath and Orchard Gateway: Intersection Repair (North Leg)
  8. No work has begun at this location.

Sidewalk Leveling
The sidewalk leveling project began last week.  The sidewalk leveling is occurring in the Tanner Trails neighborhood and select locations throughout town where staff has noticed hazards.  The project is on schedule to be completed by June 1, 2019.

The crackfilling project has been on hold due to weather conditions.  Crackfilling needs to be placed on a dry surface.  The weather this spring has prevented Patriot Pavement Maintenance from beginning the project.

Pavement Striping
The pavement striping project has been on hold due to weather conditions.  Thermoplastic pavement striping needs to be placed on a dry surface.  The weather this spring has prevented STF Traffic Control Company from beginning the project.

Sanitary Sewer Televising and Cleaning
National Power Rodding has been in town cleaning and televising sanitary sewers throughout town.  As they discover problems with a pipe they relay the information to the Village to address the problem.  They have been working their way west to east and were last sighted at the intersection of White Oak and Oak.  High pressure water is used to jet sanitary sewers in this operation.  On rare occasions this can cause water to spout out of toilets, sinks, and bath tubs.  Please report this to the Village if it occurs in your home. 

The Village is about to advertise the first phase of the silo project which will include re-furbishing the exterior of the silo and then illuminating it.

Construction update Summerwinds

On May 13, 2019 the consulting engineers marked out curb to be removed as part of the 2019 Street Maintenance Program. During the week of May 20, 2019 the Village will begin saw cutting curb and gutter at marked locations on East Victoria and Hidden Creek Drive.  This work will require machines to access the curb and gutter.  No Parking signs will be placed on alternate sides of the street during this construction operation.

On most residential streets the streets would be posted No Parking on both sides, however we recognize that the residents rely on street parking.  Therefore we are accommodating this demand by providing parking on at least one side of the street. 

Residents should check curbs for white marks before parking. If curb marks are noted the parking at those location is not allowed within 10 feet (both directions) of the marked curb for removal. The saw cutting will be performed between the hours of 7 a.m. and 7 p.m.  During this time you will not be able to park in the signed location.  The contractor will place No Parking signs in the parkway the day prior to the operation.

Road Construction Update North of Oak

The 2019 Streets Improvement Project will begin after the Memorial Day holiday, the week of May 27, 2019, weather permitting.  The reverse side of this letter shows a map of the area impacted. This letter provides important information about the project activities, the project schedule, and contact information if you have questions or concerns. Project Activities.
This year the work will be performed by Geneva Construction and their sub-contractors. The project will consist of the removal and replacement of the asphalt pavement, the removal and replacement of hazardous and deteriorated sidewalk and curb, the installation of and repair of some storm sewer, and the restoration of the areas that are disturbed by the construction activities.   During this project the Village of North Aurora will try to minimize your inconvenience and, mail delivery and garbage pick-up will continue as regularly scheduled.  Emergency response vehicles will have access at all times.

When the road surface is milled, about 4” of surface will be removed creating a bump between your driveway and street.  Immediately after this operation the contractor will ramp your driveway temporarily to provide access. If the curb in front of your driveway is painted for replacement, you will not be able to access your driveway until it has cured approximately 4 days to a strength to support vehicular traffic. The contractor and will notify you in advance so you can get vehicles you need to use out of the driveway. Construction hours are 7 a.m. to 7 p.m. , during this time cars should not be parked on the street.

Traffic Control.
You will notice traffic control devices like barricades, construction barrels, and signs erected to direct traffic. Please pay careful attention to flaggers, signs, barricades and drive slowly with caution. 

Project Schedule.
The project is scheduled to begin May 28, 2019 with the installation of traffic control, and follow with saw cutting concrete repairs, sewer repairs, milling, patching, adjustments, asphalt paving and then parkway restoration. Check the Village web site for project schedule updates.

Municipal Aggregation program update

In 2012, the residents approved a resolution to have the Village manage a Municipal Aggregation program. The Village seeks competitive pricing for the residents’ home bills and has been very successful since the inception of the program.  The Village’s current Municipal Aggregation pricing is 7.72 cents/kWh through October of this year.

ComEd issues residential pricing annually. They just released their pricing for June 2019 to May 2020 at 7.063 cents/kWh (annualized). This new ComEd price would lower the average resident’s bill by approximately $6 per month.

Residents who would like to opt out of the program and return to ComEd should need to call 1-844-351-7691. Please have your ComEd account number available when you call. There are no fees charged to return to ComEd.

Waste Management Spring Clean-up

Spring Clean-Up -- Friday, May 17 - West Side of Fox River and Saturday, May 18 - East side of Fox river

Waste Management will provide a free Spring and Fall Clean-up this year, and residents should note that the clean-up will be a two day pick-up based on whether your residence is located on the west side or east side of the Fox river.

Please note that the two-day pickup will include both clean-up, bulk items as well as regular trash (stickers required) being picked up on Friday, May 17 for all residents WEST of the river, and Saturday, May 18 for all residents EAST of the river.

The Free Clean-up provides an opportunity for residents to clean out basements and attics and dispose of bulk items free of charge. Please be aware that all regular household trash and yardwaste will require stickers as usual

 The North Aurora Water Department recognizes the need for safe drinking water and is committed to providing tap water that is superior to state and federal water quality standards. Drinking water is continuously tested and monitored to ensure quality and safety.

What can YOU do to prevent Storm Water Pollution?

Help Reduce Storm Water Pollution - Water pollution prevention and control measures are critical to improving water quality and reducing the need for costly wastewater and drinking water treatment. Because water pollution can come from many different sources, a variety of pollution prevention and control measures are needed.

Storm water runoff occurs when precipitation from rain or snowmelt flows over impervious surfaces such as driveways, sidewalks and streets, which prevents the runoff from soaking into the ground. Storm water runoff can pick up debris, chemicals, dirt and other pollutants and flow into the storm sewer system or directly into lakes, rivers, ponds and wetlands. When the water in our rivers, lakes, and oceans becomes polluted, the effects can be far reaching. It can endanger wildlife, make our drinking water unsafe and threaten the waters where we swim and fish.

In an attempt to educate the community on ways to prevent the potential for storm water pollution, we ask that residents be aware of the direct links between land activities and storm water/rainfall and snow melt runoff that drains into storm drains and ends up in our rivers and streams.

The following tips can help prevent storm water pollution of our rivers and streams:

• Keep litter, pet wastes, leaves and debris out of street gutters and storm drains—these outlets drain directly to lake, streams, rivers and wetlands.
• Apply lawn and garden chemicals sparingly and according to directions.
• Dispose of used oil, antifreeze, paints and other household chemicals properly—not in storm sewers or drains. 
• Clean up spilled brake fluid, oil, grease and antifreeze. Do not hose them into the street where they can eventually reach local streams and lakes.
• Control soil erosion on your property by planting ground cover and stabilizing erosion-prone areas.
• Have your septic system inspected and pumped, at a minimum every three to five years, so that it operates properly.
• Purchase household detergents and cleaners that are low in phosphorous to reduce the amount of nutrients discharged into our lakes, streams and coastal waters.

Kane County has created a Human Services Information and Referral Hotline for Kane County Residents. 

Dial 2-1-1 to get help with food, clothing, shelter, counseling, senior services, substance abuse, domestic violence, employment, transportation, legal assistance and other issues that Kane County residents may be facing.   The call is free and confidential with help available in a variety of languages.

North Aurora Named Tree City U.S.A.

The Arbor Day Foundation has named North Aurora a 2018 Tree City U.S.A. and awarded us  a Growth Award in honor of our commitment to effective urban forest management, environmental improvement and higher level tree care.  North Aurora achieved this recognition by meeting the program's requirements, including a Proclamation and observance of Arbor Day in North Aurora.

Census Bureau Job Fair - Messenger Library

U.S. Census Bureau To Host A Job Fair at North Aurora Public Library in March, April and May.

The U.S. Census Bureau will be hosting a hiring job fairs for the upcoming 2020 U.S. Census at the Messenger Public Library North Aurora (113 Oak St. North Aurora) on the following dates and times:

Monday, April 15th, 9:30 am to 11:30 am
Saturday, May 18th, 10:00 am to 12:00 noon

A Census representative will be available to answer questions and help with online applications. The Library will have laptops available allowing job seekers to apply online for positions.

The average salary for Census position is $ 19 per hour, flexible hours, many different jobs. Bi-lingual is desirable, but not necessary. Students in 12th grade and graduating this Spring and College students can apply.

Waste Management Holiday Pick-up Information

Waste Management Recognized Holidays - In the event that any of the following holidays fall on a weekday, all refuse, yard-waste, and recyclable collections services on that day, and for the remainder of that week, shall be delayed one day after the recognized holiday. This will generally result in trash collection on Saturday for your regular Friday pick-up. 

The following are the Waste Management RECOGNIZED HOLIDAYS that will affect trash pick-up:

North Aurora Electric Aggregation Program Update

North Aurora Electric Aggregation Program Update

The Village’s electricity aggregation program was recently renewed for the period of October 2018-October 2019. At the time the decision was made to continue the aggregation program at a fixed rate of 7.72 cents/kWh, the Village was comparing that fixed rate to ComEd’s estimated comparable rate of 7.76 cents/kWh for the same time period. The ComEd rate to compare was based on a blended rate of the Illinois Commerce Commission’s published ComEd rate for the period of October 2018 through May 2019 (7.941 cents/kWh) and an estimated rate for June 2019 through September 2019 based on this year’s summer ComEd rate (7.395 cents/kWh).

The Village has since been informed that the current ComEd rate was recently reset BELOW our aggregation program rate to 7.29¢ for October 2018 through May 2019. ComEd’s rate was unexpectedly lowered due a settlement between the Illinois Commerce Commission and the Federal Regulatory Commission regarding electricity transmission costs.

Due to ComEd’s reduced rate of 7.29¢ the Village of North Aurora recommends that residents consider switching their account back to ComEd to realize this more favorable pricing. As the Village has negotiated a fixed rate for a one year contract with Dynegy, the Village’s rate can not change to reflect the reduced rate.

Residents are encouraged to return to the lower ComEd rate of 7.29¢, with no early termination fee. To do so, please call Dynegy Energy at 844-351-7691.

Mutual Ground - Break the Cycle of Domestic Violence and Abuse

Mutual Ground in Aurora is a safe place where people come together to break the cycle of domestic violence and sexual abuse. Mutual Ground answers almost 2,000 calls for help each and every month with 24-hour hotlines staffed by trained Mutual Ground Crisis Intervention Advocates. As one of the oldest and largest domestic violence and sexual assault service agencies in the state of Illinois, Mutual Ground is the place where the healing begins. Located in Aurora, Illinois, Mutual Ground serves the Greater Aurora area, Southern Kane and all of Kendall County.

Mutual Ground provides help to victims of domestic violence and sexual assault free of charge, with support from grants, churches, civic groups, corporate and individual donors. Their services include an emergency shelter along with all of the tools, support and services victims will need for the healing to begin.

Mutual Ground also welcomes the valuable contribution of volunteers. We are flexible in terms of time commitment, requesting part-time, seasonal and full-time help.

Residential burglar alarm registration

Purchase Exchange Location - North Aurora Police Dept.

New Purchase Exchange Location

The parking lot of the North Aurora Police Department is now a purchase exchange location.

A parking space in front of the station, located at 200 S. Lincolnway, on the northwest corner of Rt. 31 & Airport Rd., has been designated as a “Purchase Exchange Location” to give residents a safe location to complete internet sales. The area is well-lit at night and recorded by surveillance cameras 24 hours per day. A sign has been posted to mark the location.

“The North Aurora police want to make a safe and secure place for people to exchange purchases,” said Chief of Police David Fisher. “The parking lot of the police department is a safe location to do so, as police are in and out of the building and the lot is under constant video surveillance,” he said.

The exchange location is available 24 hours per day, seven days per week on a first come, first served basis, though officers won’t be monitoring it in real time. If someone needs assistance, people should ask for an officer at the front desk or use the call box located inside the front entrance to reach dispatch. Call 911 if there is an emergency. Police recommend people use the exchange location during daylight hours.

The North Aurora Police Department recommends using our purchase exchange location whenever you have to meet a stranger to complete a sale. Don’t go alone and don’t go to someone’s home or invite them to yours.

North Aurora Crisis Intervention Team

The North Aurora Police Department has established a Crisis Intervention Team (CIT), which is comprised of officers who have received specialized training to improve responses to people that are mentally challenged, have special needs, or who are in crisis. The team members will take a primary role in responding to calls that involve persons in a crisis situation.
These officers have each received 40 hours of intensive CIT training through the Illinois Law Enforcement Training and Standards Board (ILETSB) on recognizing and addressing individuals in the community who have a mental illness, special needs, or behavioral disability, which will allow them to better assist community members through de-escalation of crisis situations, referrals to counselling agencies or medical providers, and improved communication.

The national CIT training curriculum was developed by the National Alliance on Mental Illness (NAMI), the University of Memphis CIT Center, CIT International, and the International Association of Chiefs of Police. According to NAMI, CIT “teaches a new set of skills . . . the words, approach and body language that convince a person to get help, or defuse a potentially violent encounter.”

The North Aurora Police Department Crisis Intervention Team aims to provide improved services for the mentally challenged & special needs communities by learning about them - for instance, what upsets them, what calms them down, what to say, and what not to say - and providing this information to officers responding to a crisis so that they can use it to de-escalate the situation safely for all involved.

Kane County Hoarding Task Force - Information and Assistance

What is hoarding?

"Hoarding is a complex disorder that is made up of three connected problems: 1) collecting too many items, 2) difficulty getting rid of items, and 3) problems with organization. These problems can lead to significant amounts of clutter which can severely limit the use of living spaces, pose safety and/or health risks, and result in significant distress and/or impairment in day-to-day living."  -  International OCD Foundation

North Aurora is a member of the Kane County Hoarding Task Force, which provides individuals, agencies, and organizations with the tools to help with this issue and aims to serve as a clearinghouse of hoarding information and resources in Kane County, Illinois. 

The Kane County Hoarding Task Force was formed in 2014 to create a holistic approach to dealing with hoarding situations in Kane County. Member agencies work together to address all aspects of care, including mental health, senior services, animal control, cleanup and prevention of recidivism.

Overweight / Oversize Permits

Starting April 1st, 2017 the Village of North Aurora will be changing the way we process our overweight/oversize permits. We will be using an online-based permitting system via the website, Once the software is implemented, the older system of processing permits (via fax and/or email) will be discontinued. Any of the old permitting forms submitted after that time will not be accepted and/or approved.

Any company wanting to apply for an overweight/oversize permit in the Village of North Aurora will have to use the Oxcart permitting software. Registration is easy and can be completed on the Oxcart website under the Trucking login/sign up link Once registered, companies will then be able to reap the benefits of the following via Oxcart:

• Access a simple to use online interface for requesting local permits
• Paperless permits downloadable to your computer or any mobile device
• Eliminate tedious paper processes, faxing and phone calls
• Speed the process of permit approvals
• Features an online, interactive mapping solution to assist in route selection
• Online permit approvals pushed to your email inbox
• Provide an easy, online payment system (Credit Card Only – see below)

Processing and Credit Card Fees
In addition to the Village of North Aurora permit fees, Oxcart will require a nominal processing fee for each permit. Oxcart will also assess a credit card fee for each permit processed. Those charges are as follows:

• Visa, MasterCard, Discover, American Express and Diner’s Club – 2.9% of total permitting fee (permit & processing fee combined)
• Plus a $.30 transaction fee for ALL permits
