Well Number 8 Drilling Project
Layne completed the casing around the 22” pipe. Next week they will drill through the concrete shoe and continuing drilling the remainder of the well.
Well Number 9 Drilling Project
Suez is willing be drilling the open hole beyond 830 feet next week.
2018 Street Improvements
1. White Oak , Spring Court, White Oak Court, Whitney Court, Stevens Court, West Mooseheart Drive, Brenson Court, Wilkenson Lane, Patterson Avenue, Martinson Court, Cromwell Court, Carlson Court.The next step for these streets is for restoration to be completed and the pavement to be striped. These activities have yet to be scheduled.
2. Juniper Drive, Dogwood Drive, and Dogwood Court
This week, first layer of pavement on Juniper Drive, Dogwood Drive, and Dogwood Court was replaced. Next residents can expect the installation of two new curb inlets to address a flooding issue on Juniper. When those have been installed then the surface pavement will be placed.
3. Oak Street
The week the detour route signs have been erected. The detour will be in effect starting Monday 9/24/2018. The detour route affects westbound traffic only. Weather permitting, the contractor will mill off the pavement on Monday and Tuesday, place the first layer of pavement on Wednesday followed by the final surface layers on Thursday and Friday.

1. Lincolnway/Route 31 Sidewalk East Side south of John Street (Garage 31) - No work this week or next.

3. Marvo-John Parking Lot - Earth excavation and mass grading began this week. Next week the contractor will begin installing the storm sewer.

5. 200 Block Juniper Drive Storm Sewer Improvement - Our consulting engineer, contractor, and subcontractor are developing a project schedule.

Village Trustees for the Village of North Aurora and Trustees for the Messenger Library are elected at the Consolidated Election in Kane County, as provided for in the Illinois Election Code. No office for which the nomination is uncontested shall be included on the primary ballot and no primary shall be held for that office. An office is uncontested when not more than 4 persons are nominated for each office have timely filed valid nominating papers seeking nomination for the election to that office. Uncontested nominations (or candidates nominated at the Consolidated Primary, if held) will be included on the ballot for the Consolidated Election on April 2, 2019.
Candidates are strongly advised to obtain legal counsel regarding their qualifications for office, the proper method for completing the petition forms for a specific office, the minimum and maximum number of signatures required, the qualifications of petition signers and circulators, etc.

North Aurora Community Parade - Sept. 23 - 3pm
The North Aurora Mothers Club is proud to organize their 9th Annual North Aurora Community Parade, “Hats off to North Aurora!” and they invite the community to be a part of the celebration! The parade date is Sunday, September 23rd, 2018 at 3:00 pm.
The parade will start at Highland Park (Sycamore and Oak) and head east on Oak Street. The parade will then turn right on Cherrytree Court and head south. Next, it will head west on State Street and then turn south on Sycamore. Finally, the parade will turn west on Princeton and follow that to Poplar going north to end at Goodwin Park for the North Aurora Mothers Club sponsored after party.
Our parade theme is “Hats off to North Aurora!” We encourage all participants to wear creative, fun and silly hats! The bigger, the better!
Waste Management Fall Clean Up
The annual FREE Fall Clean Up day has been scheduled for the West side of the river on Friday, September 21 and the East side of the river for Saturday, September 22.
Stickers are required for all regular household garbage and yard waste, which will be picked up on the same day as the clean-up schedule.
Please have items out by 7 a.m. as Waste Management will run extra trucks causing pickup times to change. All non-hazardous bulk trash items will be picked up for free.

Tollway Reconstruction Work - Orchard Road and I-88 Ramp
The Illinois Tollway has started ramp reconstruction at the Orchard Road Interchange on the Reagan Memorial Tollway (I-88). The major portion of the work is scheduled to begin near the end of next week. The westbound exit ramp from I-88 will be reconstructed and the eastbound entrance ramp to I-88 will be widened and reconstructed.
The ramps will be constructed using staged construction. We anticipate the largest delay to be with the westbound exit ramp during the evening rush. Some delays may occur due to the reduced turn lanes and vehicle storage. A message board has been added to use IL-31 as an alternate route.

This work is anticipated to be completed by early November. Final landscaping and striping will be completed in early Spring 2019.
What can YOU do to prevent Storm Water Pollution?
Help Reduce Storm Water Pollution - Water pollution prevention and control measures are critical to improving water quality and reducing the need for costly wastewater and drinking water treatment. Because water pollution can come from many different sources, a variety of pollution prevention and control measures are needed.
Storm water runoff occurs when precipitation from rain or snowmelt flows over impervious surfaces such as driveways, sidewalks and streets, which prevents the runoff from soaking into the ground. Storm water runoff can pick up debris, chemicals, dirt and other pollutants and flow into the storm sewer system or directly into lakes, rivers, ponds and wetlands. When the water in our rivers, lakes, and oceans becomes polluted, the effects can be far reaching. It can endanger wildlife, make our drinking water unsafe and threaten the waters where we swim and fish.
In an attempt to educate the community on ways to prevent the potential for storm water pollution, we ask that residents be aware of the direct links between land activities and storm water/rainfall and snow melt runoff that drains into storm drains and ends up in our rivers and streams.
The following tips can help prevent storm water pollution of our rivers and streams:
• Keep litter, pet wastes, leaves and debris out of street gutters and storm drains—these outlets drain directly to lake, streams, rivers and wetlands.
• Apply lawn and garden chemicals sparingly and according to directions.
• Dispose of used oil, antifreeze, paints and other household chemicals properly—not in storm sewers or drains.
• Clean up spilled brake fluid, oil, grease and antifreeze. Do not hose them into the street where they can eventually reach local streams and lakes.
• Control soil erosion on your property by planting ground cover and stabilizing erosion-prone areas.
• Have your septic system inspected and pumped, at a minimum every three to five years, so that it operates properly.
• Purchase household detergents and cleaners that are low in phosphorous to reduce the amount of nutrients discharged into our lakes, streams and coastal waters.

Electric Aggregation Program
The Village recently renewed the electric aggregation program and contracted with Dynegy Energy at a fixed rate of 7.720¢ per kWh for a one-year term ending October 2019. There is no enrollment fee to join, and no early termination fee, should you decide to leave the program.
A letter was mailed to your home recently and you have until August 24th to opt out of the program by returning the enclosed postage-paid card or calling Dynegy at 844-351-7691. Otherwise, you will automatically be enrolled.

North Aurora Watering Restrictions and Conservation
Now that Summer is here, the Village would like to remind residents to be conservative with regard to lawn and garden watering.
The Village of North Aurora Water Department would like to remind residents of the even/odd watering restrictions (per your even/odd address) as outlined in the Village's Code of Ordinances; and the penalties for violating this ordinance as outlined below:
13.28.040 - Watering restrictions.
A. No village water may be used for the restricted watering uses described in Section 13.28.030 of this chapter except between the hours of 6:00 a.m. and 9:00 a.m. and between the hours of 6:00 p.m. and 9:00 p.m. subject to the following restrictions, or as otherwise allowed in this section:
1. All properties with even-numbered street addresses may use water for restricted watering purposes on even-numbered days of the month only; and
2. All properties with odd-numbered street addresses may use water for restricted watering purposes on odd-numbered days of the month only.
13.28.070 - Penalties.
Any person who is found to have violated any provision of this chapter, or who has failed to comply with any provision of this chapter, shall be punished by a fine as follows:
A. Fifty dollars ($50.00) for each first offense;
B. One hundred dollars ($100.00) for each second offense;
C. Not to exceed seven hundred fifty dollars ($750.00) for any subsequent offense.
Each day a violation occurs or is permitted to continue will be considered a separate violation. In addition to the penalties provided herein, the village may recover reasonable attorneys' fees, court costs, and other expenses of litigation.
Code Enforcement will be enforcing this ordinance throughout the Village so please adhere to the watering ordinance. Thank you.
Through Village water conservation requirements and the individual efforts of our residents, we can all support conservation of our most precious natural resource. Below are some tips for conserving water:
• 1” of rain or watering per each 7–10 day period is sufficient to maintain a healthy lawn. There is no need to water every day, as this promotes weak, shallow-rooted grass. Overwatering will run up your bi-monthly water bill, waste vital resources and may end up damaging your lawn with over-saturation.
• Grass that begins to turn brown during dry conditions has become dormant, and will revive after normal rainfall.
• Watering your lawn and garden early in the morning will avoid evaporation loss.
• Avoid sprinklers that produce a fine mist. Too much water is lost to the wind and to evaporation.
• Instead of hosing down sidewalks and driveways, use a broom to sweep them clean.
• Fill a pitcher of water to keep in the refrigerator, instead of running the tap until water is cold. This simple technique can save about two gallons of water per glass.
• Run the dishwasher and washing machine only with a full load only (unless reduced fill settings are available on your machines).
• When washing your car, rinse it once, initially and turn off the hose. Then, use a bucket of soapy water to wash it, and rinse it once more, quickly. Consider taking the car to a car wash-- this may actually save water, because most commercial car washes recycle their water.
• Take shorter showers. Turn down the faucets, and try a low flow showerhead. A typical five-minute shower can use over 40 gallons of water. A shower of more than seven minutes can consume more water than a bath.
• Check all toilets for any leaks. A typical toilet leak can waste thousands of gallons of water each day.
• Fix leaking faucets. A small drip from a leaking faucet can waste 70 gallons of water each day.
• Don’t leave water running when shaving, brushing teeth, washing hair, or washing dishes.
By following these simple tips, residents can contribute to our water conservation efforts. Water conservation is good for you, for our community and for our planet.

Waste Management Recognized Holidays - In the event that any of the following holidays fall on a weekday, all refuse, yard-waste, and recyclable collections services on that day, and for the remainder of that week, shall be delayed one day after the recognized holiday. This will generally result in trash collection on Saturday for your regular Friday pick-up.

Protect My Town Website
A proposal currently being considered in Springfield, would have a lasting negative impact on the Village's budget if enacted. Governor Rauner and State legislators are considering a proposal that would reduce the amount of State-collected income taxes that are distributed back to municipalities as part of their 2018-2019 budget.
The proposal includes the continuation of a 10 percent reduction in revenues distributed to local municipalities through the Local Government Distributive Fund (LGDF) that was included in last year's State budget. What was billed last year as a one-time 10 percent reduction in LGDF distribution is coming back again this year as a continual reduction. Every year this proposal passes, it means over $160,000 in annual losses to the Village of North Aurora.
The Village of North Aurora is a proud member of the Metro West Council of Government, which recently launched a new website, https://ProtectMyTown.us, explaining what the loss of this critical revenue means for our residents.
The website explains why the State of Illinois should resist attempts to use local tax dollars to fill state budget gaps, which in turn, shifts the tax burden to local communities and taxpayers. Mutual Ground - Break the Cycle of Domestic Violence and Abuse
Mutual Ground in Aurora is a safe place where people come together to break the cycle of domestic violence and sexual abuse. Mutual Ground answers almost 2,000 calls for help each and every month with 24-hour hotlines staffed by trained Mutual Ground Crisis Intervention Advocates. As one of the oldest and largest domestic violence and sexual assault service agencies in the state of Illinois, Mutual Ground is the place where the healing begins. Located in Aurora, Illinois, Mutual Ground serves the Greater Aurora area, Southern Kane and all of Kendall County.
Mutual Ground provides help to victims of domestic violence and sexual assault free of charge, with support from grants, churches, civic groups, corporate and individual donors. Their services include an emergency shelter along with all of the tools, support and services victims will need for the healing to begin.
Mutual Ground also welcomes the valuable contribution of volunteers. We are flexible in terms of time commitment, requesting part-time, seasonal and full-time help.

Township Assessors Information and Workshop
The properties within the Village of North Aurora fall under four different Townships: Aurora Township, Batavia Township, Blackberry Township and Sugar Grove Township. Townships are charged with 3 major duties by State Statute: Assessment of real property; Assistance to the indigent, and maintenance of bridges and roads within the township not served by other agencies.
Your Tax Assessor is responsible for maintaining a file for every property located within the township and is required by the state of Illinois to assess these property taxes to uniformly assess properties at a median level of 33 1/3% (one third) of market value. Equitable assessments ensure a fair distribution of the property tax burden among all property owners. Local property taxes pay for such items as village and county services, schools, libraries, park districts, roads, fire and police protection.
The Village has been asked to share the following information for Blackberry Township: In 2018, Blackberry Township Assessor, Uwe Rotter, will be hosting Taxpayer Workshops for Residents in Blackberry Township. Click on the link for a schedule of all workshops that are planned for 2018.

Purchase Exchange Location - North Aurora Police Dept.
New Purchase Exchange Location
The parking lot of the North Aurora Police Department is now a purchase exchange location.
A parking space in front of the station, located at 200 S. Lincolnway, on the northwest corner of Rt. 31 & Airport Rd., has been designated as a “Purchase Exchange Location” to give residents a safe location to complete internet sales. The area is well-lit at night and recorded by surveillance cameras 24 hours per day. A sign has been posted to mark the location.
“The North Aurora police want to make a safe and secure place for people to exchange purchases,” said Chief of Police David Fisher. “The parking lot of the police department is a safe location to do so, as police are in and out of the building and the lot is under constant video surveillance,” he said.
The exchange location is available 24 hours per day, seven days per week on a first come, first served basis, though officers won’t be monitoring it in real time. If someone needs assistance, people should ask for an officer at the front desk or use the call box located inside the front entrance to reach dispatch. Call 911 if there is an emergency. Police recommend people use the exchange location during daylight hours.
The North Aurora Police Department recommends using our purchase exchange location whenever you have to meet a stranger to complete a sale. Don’t go alone and don’t go to someone’s home or invite them to yours.
North Aurora Crisis Intervention Team
The North Aurora Police Department has established a Crisis Intervention Team (CIT), which is comprised of officers who have received specialized training to improve responses to people that are mentally challenged, have special needs, or who are in crisis. The team members will take a primary role in responding to calls that involve persons in a crisis situation.
These officers have each received 40 hours of intensive CIT training through the Illinois Law Enforcement Training and Standards Board (ILETSB) on recognizing and addressing individuals in the community who have a mental illness, special needs, or behavioral disability, which will allow them to better assist community members through de-escalation of crisis situations, referrals to counselling agencies or medical providers, and improved communication.
The national CIT training curriculum was developed by the National Alliance on Mental Illness (NAMI), the University of Memphis CIT Center, CIT International, and the International Association of Chiefs of Police. According to NAMI, CIT “teaches a new set of skills . . . the words, approach and body language that convince a person to get help, or defuse a potentially violent encounter.”
The North Aurora Police Department Crisis Intervention Team aims to provide improved services for the mentally challenged & special needs communities by learning about them - for instance, what upsets them, what calms them down, what to say, and what not to say - and providing this information to officers responding to a crisis so that they can use it to de-escalate the situation safely for all involved.

Kane County Hoarding Task Force - Information and Assistance
What is hoarding?
"Hoarding is a complex disorder that is made up of three connected problems: 1) collecting too many items, 2) difficulty getting rid of items, and 3) problems with organization. These problems can lead to significant amounts of clutter which can severely limit the use of living spaces, pose safety and/or health risks, and result in significant distress and/or impairment in day-to-day living." - International OCD Foundation
North Aurora is a member of the Kane County Hoarding Task Force, which provides individuals, agencies, and organizations with the tools to help with this issue and aims to serve as a clearinghouse of hoarding information and resources in Kane County, Illinois.
The Kane County Hoarding Task Force was formed in 2014 to create a holistic approach to dealing with hoarding situations in Kane County. Member agencies work together to address all aspects of care, including mental health, senior services, animal control, cleanup and prevention of recidivism.

Overweight / Oversize Permits
Starting April 1st, 2017 the Village of North Aurora will be changing the way we process our overweight/oversize permits. We will be using an online-based permitting system via the website, www.oxcartpermits.com. Once the software is implemented, the older system of processing permits (via fax and/or email) will be discontinued. Any of the old permitting forms submitted after that time will not be accepted and/or approved.
Any company wanting to apply for an overweight/oversize permit in the Village of North Aurora will have to use the Oxcart permitting software. Registration is easy and can be completed on the Oxcart website under the Trucking login/sign up link https://www.oxcartpermits.com/user/trucking. Once registered, companies will then be able to reap the benefits of the following via Oxcart:
• Access a simple to use online interface for requesting local permits
• Paperless permits downloadable to your computer or any mobile device
• Eliminate tedious paper processes, faxing and phone calls
• Speed the process of permit approvals
• Features an online, interactive mapping solution to assist in route selection
• Online permit approvals pushed to your email inbox
• Provide an easy, online payment system (Credit Card Only – see below)
Processing and Credit Card Fees
In addition to the Village of North Aurora permit fees, Oxcart will require a nominal processing fee for each permit. Oxcart will also assess a credit card fee for each permit processed. Those charges are as follows:
• Visa, MasterCard, Discover, American Express and Diner’s Club – 2.9% of total permitting fee (permit & processing fee combined)
• Plus a $.30 transaction fee for ALL permits
