Construction Projects Update - July 21, 2017
Airport Road, Alder Drive, and Ice Cream Drive
During the week of July 16-22, a new traffic pattern was established. Very little work occurred as traffic adapted to the new traffic pattern. Sometimes after a new pattern is established, operations will pause for the safety of workers, while motorists learn the new pattern.
During the week of July 23-29 construction activities will begin on the north half of the road. This will include the removal of existing curb and gutter, the construction of new sidewalk, and the removal of exiting road surface Please be ready for the new traffic pattern, drive carefully through the construction zone, and pay attention to flaggers. Please stay off your phones in construction zones.

During the week of July 16-22, 2017, the truck traffic patterns will continue to be evaluated.
During the week of July 23-29, 2017 a strategy will be developed to address illegal truck turning movements and protect Village infrastructure.

During the week of July 16-22, 2017 the removal of curb, gutter, and sidewalk began, the framing of the concrete areas is in progress. The rainstorms delayed progress on this project.
During the week of July 23-29, 2017:
• Monday July 24, 2017 the pavement will be removed from the roadway
• Tuesday July 25, 2017 – July 26, 2017, the first layer of asphalt will be placed on the roadway.
• Wednesday-Friday July 26, 2017-July 28, 2017, restoration is scheduled to occur to prevent damaging the final road surface.
Various Sidewalk Improvements
During the week of July 16-22, 2017 sidewalks that have been identified as hazardous will be removed and replaced throughout town.
During the week of July 23-29, 2017 sidewalks throughout the town will continue to be removed and replaced this week.
North Aurora to Participate in “National Night Out” Against Crime
On Tuesday, August 1st, neighborhoods throughout North Aurora are invited to join forces with thousands of communities nationwide for the “34th Annual National Night Out” (NNO) crime and drug prevention event. National Night Out, which is sponsored by the National Association of Town Watch (NATW) and co-sponsored locally by the North Aurora Police Department will involve over 16,540 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. In all, over 38.1 million people are expected to participate in ‘America’s Night Out Against Crime’.
National Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anticrime efforts; (3) Strengthen neighborhood spirit and police community partnerships; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back.
From 6 to 9 p.m. on Tuesday, August 1st, residents in neighborhoods throughout North Aurora and across the nation, are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors and police.
This is a night for America to stand together to promote awareness, safety and neighborhood unity. National Night Out showcases the vital importance of police-community partnerships and citizen involvement in our fight to build a safer community.
Many neighborhoods throughout North Aurora will be hosting a variety of special events such as block parties, cookouts, and other gatherings. There will be visits from police, including McGruff the Crime Dog, and the fire department. We’ll be showing off our vehicles and interacting with the residents and kids.

North Aurora Days Garage Sale - Thursday - 8/3/2017 through Saturday - 8/5/2017
In conjunction with the North Aurora Days Annual event, the Village will be sponsoring a Community-wide garage sale August 3-5, 2017. Residents interested in participating should complete a Garage Sale Registration form in order to have their address included on a Garage Sale Map. Residents can participate on any or all of the days however, addresses listed on map will not list which specific days a resident is participating. Garage sales will be advertised in a local paper, and also on the North Aurora Days website and Facebook page.

North Aurora Community Emergency Response Team (C.E.R.T.)
The North Aurora Community Emergency Response Team (CERT) is part of a national, unique disaster volunteer program operating on the community level since 2014.
Volunteers are educated about disasters that could impact this area, such as tornadoes, floods and accidents.
Both classroom and practical exercises are taught jointly by the North Aurora Police and Fire Departments, and consist of various aspects of disaster response and recovery. The North Aurora Police Department is always looking for volunteers to join C.E.R.T.

North Aurora Watering Restrictions and Conservation
Now that Summer is here, the Village would like to remind residents to be conservative with regard to lawn and garden watering.
The Village of North Aurora Water Department would like to remind residents of the even/odd watering restrictions (per your even/odd address) as outlined in the Village's Code of Ordinances; and the penalties for violating this ordinance as outlined below:
13.28.040 - Watering restrictions.
A. No village water may be used for the restricted watering uses described in Section 13.28.030 of this chapter except between the hours of 6:00 a.m. and 9:00 a.m. and between the hours of 6:00 p.m. and 9:00 p.m. subject to the following restrictions, or as otherwise allowed in this section:
1. All properties with even-numbered street addresses may use water for restricted watering purposes on even-numbered days of the month only; and
2. All properties with odd-numbered street addresses may use water for restricted watering purposes on odd-numbered days of the month only.
13.28.070 - Penalties.
Any person who is found to have violated any provision of this chapter, or who has failed to comply with any provision of this chapter, shall be punished by a fine as follows:
A. Fifty dollars ($50.00) for each first offense;
B. One hundred dollars ($100.00) for each second offense;
C. Not to exceed seven hundred fifty dollars ($750.00) for any subsequent offense.
Each day a violation occurs or is permitted to continue will be considered a separate violation. In addition to the penalties provided herein, the village may recover reasonable attorneys' fees, court costs, and other expenses of litigation.
Through Village water conservation requirements and the individual efforts of our residents, we can all support conservation of our most precious natural resource. Below are some tips for conserving water:
• 1” of rain or watering per each 7–10 day period is sufficient to maintain a healthy lawn. There is no need to water every day, as this promotes weak, shallow-rooted grass. Overwatering will run up your bi-monthly water bill, waste vital resources and may end up damaging your lawn with over-saturation.
• Grass that begins to turn brown during dry conditions has become dormant, and will revive after normal rainfall.
• Watering your lawn and garden early in the morning will avoid evaporation loss.
• Avoid sprinklers that produce a fine mist. Too much water is lost to the wind and to evaporation.
• Instead of hosing down sidewalks and driveways, use a broom to sweep them clean.
• Fill a pitcher of water to keep in the refrigerator, instead of running the tap until water is cold. This simple technique can save about two gallons of water per glass.
• Run the dishwasher and washing machine only with a full load only (unless reduced fill settings are available on your machines).
• When washing your car, rinse it once, initially and turn off the hose. Then, use a bucket of soapy water to wash it, and rinse it once more, quickly. Consider taking the car to a car wash-- this may actually save water, because most commercial car washes recycle their water.
• Take shorter showers. Turn down the faucets, and try a low flow showerhead. A typical five-minute shower can use over 40 gallons of water. A shower of more than seven minutes can consume more water than a bath.
• Check all toilets for any leaks. A typical toilet leak can waste thousands of gallons of water each day.
• Fix leaking faucets. A small drip from a leaking faucet can waste 70 gallons of water each day.
• Don’t leave water running when shaving, brushing teeth, washing hair, or washing dishes.
By following these simple tips, residents can contribute to our water conservation efforts. Water conservation is good for you, for our community and for our planet.

Homeowner Accessibility Assistance
The Illinois Housing Development Authority (IHDA) offers a program to help homeowners address home accessibility issues that affect the health or safety of their families.
Low income homeowners may qualify for a grant up to $25,000 in home modification, performed by professional contractors. The Grant is Forgivable after 5 years.
Examples of eligible improvements include: grab bars, chair lift, handicap accessible showers, lowering cabinets, lowering counter tops, widening doorways, ramps, & walk-in shower. Households must meet income and other eligibility guidelines.

Help Reduce Storm Water Pollution
Help Reduce Storm Water Pollution - Water pollution prevention and control measures are critical to improving water quality and reducing the need for costly wastewater and drinking water treatment. Because water pollution can come from many different sources, a variety of pollution prevention and control measures are needed.
Stormwater runoff occurs when precipitation from rain or snowmelt flows over impervious surfaces such as driverways, sidewalks and streets, which prevents the runoff from soaking into the ground.
Stormwater runoff can pick up debris, chemicals, dirt and other pollutants and flow into the storm sewer system or directly into lakes, rivers, ponds and wetlands. Anything that enters the storm sewer system is then discharged into bodies of water we use for swimming, fishing and providing drinking water. This in turn can increase costs for treating our drinking water.
In an attempt to educate the community on ways to prevent the potential for storm water pollution, we ask that residents be aware of the direct links between land activities and rainfall and snow melt runoff that drains into storm drains and ends up in our rivers and streams. Clean up pet waste to keep it out of street gutters; sweep up grass clippings and rake leaves to keep yardwaste debris from blowing into street gutters; apply lawn fertilizer and pesticides sparingly; control soil erosion on your property by planting ground cover; clean up spilled automotive fluids such as oil, anti-freeze and transmission fluids from driveways and don’t hose the spills into the street. Please do your part to help eliminate storm water pollution.

Calls should be made 48 hours (2 business days) prior to doing any digging. The call is free and JULIE will notify all utilities to mark their locations to prevent any unintentional damage to underground utilities.

Overweight / Oversize Permits
Starting April 1st, 2017 the Village of North Aurora will be changing the way we process our overweight/oversize permits. We will be using an online-based permitting system via the website, www.oxcartpermits.com. Once the software is implemented, the older system of processing permits (via fax and/or email) will be discontinued. Any of the old permitting forms submitted after that time will not be accepted and/or approved.
Any company wanting to apply for an overweight/oversize permit in the Village of North Aurora will have to use the Oxcart permitting software. Registration is easy and can be completed on the Oxcart website under the Trucking login/sign up link https://www.oxcartpermits.com/user/trucking. Once registered, companies will then be able to reap the benefits of the following via Oxcart:
• Access a simple to use online interface for requesting local permits
• Paperless permits downloadable to your computer or any mobile device
• Eliminate tedious paper processes, faxing and phone calls
• Speed the process of permit approvals
• Features an online, interactive mapping solution to assist in route selection
• Online permit approvals pushed to your email inbox
• Provide an easy, online payment system (Credit Card Only – see below)
Processing and Credit Card Fees
In addition to the Village of North Aurora permit fees, Oxcart will require a nominal processing fee for each permit. Oxcart will also assess a credit card fee for each permit processed. Those charges are as follows:
• Visa, MasterCard, Discover, American Express and Diner’s Club – 2.9% of total permitting fee (permit & processing fee combined)
• Plus a $.30 transaction fee for ALL permits

Com Ed Smart Meters
As residents may have already noticed, Com Ed has provided information on Smart Meters with your Com Ed bills, including notice that they will be installing smart meters in North Aurora in the near future. The Village just learned that Com Ed will begin the installation of these smart meters in January 2017 and expect to complete the installation project by the end of March.
Smart Meters are digital electric meters that collect energy-usage information and securely send it to Com Ed. These Smart Meters are a key part of Com Ed’s effort to modernize the electric system and provide better service to customers with a stronger, more reliable electric system.

Waste Management Holiday Pick-up Information
Waste Management Recognized Holidays - In the event that any of the following holidays fall on a weekday, all refuse, yard-waste, and recyclable collections services on that day, and for the remainder of that week, shall be delayed one day after the recognized holiday. This will generally result in trash collection on Saturday for your regular Friday pick-up.
The following are the Waste Management RECOGNIZED HOLIDAYS that will affect trash pick-up:

Kane County Hoarding Task Force - Information and Assistance
What is hoarding?
"Hoarding is a complex disorder that is made up of three connected problems: 1) collecting too many items, 2) difficulty getting rid of items, and 3) problems with organization. These problems can lead to significant amounts of clutter which can severely limit the use of living spaces, pose safety and/or health risks, and result in significant distress and/or impairment in day-to-day living." - International OCD Foundation
North Aurora is a member of the Kane County Hoarding Task Force, which provides individuals, agencies, and organizations with the tools to help with this issue and aims to serve as a clearinghouse of hoarding information and resources in Kane County, Illinois.
The Kane County Hoarding Task Force was formed in 2014 to create a holistic approach to dealing with hoarding situations in Kane County. Member agencies work together to address all aspects of care, including mental health, senior services, animal control, cleanup and prevention of recidivism.
