Messenger Library Closed Monday May 29th for Memorial Day Holiday
The Messenger Public Library of North Aurora (113 Oak St.) will be closed on Monday May 29th for the Memorial Day Holiday.
The Library will be open regular business hours:
• Saturday May 27th 9:00 a.m. to 5:00 p.m.
• Sunday May 28th from 1:00 p.m. to 5:00 p.m.

Construction Projects Update May 26, 2017
Airport Road, Alder Drive, and Ice Cream Drive
During the week of May 21-26, 2017 curb removal and replacement continued on Alder and Ice Cream, and the widening continued on Airport. The eastbound lane of Airport was milled out between Alder and Overland.
During the week of May 27- June 2, 2017. The reconstruction of the roadway will continue as well as curb replacement. Framing will be removed from curbs that have cured to strength. The detour will continue to remain in effect until August 15, 2017. During this time only westbound traffic will be permitted from Lincolnway (Rt 31) to Randall.
Smoke Tree Lane
During the week of May 21-26, 2017 curb and gutter was removed and replaced.
During the week of May 26- June 2, 2017, the first layer of asphalt will be placed on the street. The road may be open near the end of the week pay attention to the signs.
2017 Street Improvements: Deerpath Road, Feltes Lane, Magnolia Drive, Acorn Drive, Alder Road, Cherry Tree Court, Seavey Road, Mitchell Road, and Wingfoot
During the week of May 21-26, 2017,
• Wingfoot storm sewer system improvements began with the installation of 2 new inlets the street. The construction will continue the week following June 3, 2017.
• Magnolia and Acorn curb and gutter removal and replacement will continue
• Cherry Tree Court curb and gutter will be removed, replacement work may begin, this street is limited to through traffic, please use caution when driving through this area.
During the week of May 26 – June 2, 2017
• Concrete curb and gutter and driveways replacements will continue this week on Magnolia and Acorn. There will be a significant amount of construction vehicles on these streets, please use caution when driving through this area.
Cherry Tree Court Water Main
During the week of May 14-20, 2017 the restoration of the parkways was completed that was associated with the water main project. The contract for this project has been finalized. A separate contract includes the storm sewer installation and road reconstruction. Future updates about this work will be noted under the above project, 2017 Street Improvements.
Orchard Gateway Boulevard Water Tower Painting Project
During the week of May 20-26, 2017, the exterior power washing was completed. Primer coat was placed on the outside of the tank covering the red and blue strip and the words “NORTH AURORA”
During the week of May 26- June 2, 2017, weather permitting, work on the exterior of the tank will continue. High winds can prevent work from occurring because it can blow paint onto neighboring properties and because it is dangerous for workers.
North Aurora Village Hall Closed Monday May 29th for the Memorial Day Holiday
The North Aurora Village Hall will be closed on Monday, May 29, 2017 in observance of the Memorial Day Holiday.
Homeowner Accessibility Assistance
The Illinois Housing Development Authority (IHDA) offers a program to help homeowners address home accessibility issues that affect the health or safety of their families.
Low income homeowners may qualify for a grant up to $25,000 in home modification, performed by professional contractors. The Grant is Forgivable after 5 years.
Examples of eligible improvements include: grab bars, chair lift, handicap accessible showers, lowering cabinets, lowering counter tops, widening doorways, ramps, & walk-in shower. Households must meet income and other eligibility guidelines.

North Aurora Police Showing Zero Tolerance for Seat Belt Violations May 15-May 30
North Aurora,IL—As summer kicks off and travel increases, the North Aurora Police Department is partnering with the Illinois Department of Transportation to remind motorists to Click It or Ticket. The national seat-belt enforcement campaign will take place May 22 through June 4, concurrent with one of the busiest travel and holiday weekends of the year. Click It or Ticket enforces seat-belt and car-seat use to keep all motorists safe.
“Our law enforcement personnel see firsthand the loss of life when people refuse to buckle up,” said Chief David Summer. “It’s such a simple thing, and it should be an automatic response when you get into a vehicle. As the Memorial Day weekend approaches and the summer vacation season ramps up, we want to make sure people are doing everything they can to stay safe in the unfortunate event of a crash.”
The most recent crash data from the National Highway Traffic Safety Administration found that 43 percent of passenger vehicle occupants killed in crashes in 2015 were unrestrained. That percentage increases to 57 percent when just looking at crashes that occur between 6 p.m. and 5:59 a.m. That’s why one focus of the Click It or Ticket campaign is nighttime enforcement. Participating law enforcement agencies will be taking a no-excuses approach, writing citations day and night. Motorists caught not buckled up will be ticketed, and those caught driving impaired will be arrested.
“Please help us spread this life-saving message before one more friend or family member is killed as a result of this senseless inaction,” said Chief David Summer. Seat belts save lives, and every vehicle occupant—front seat and back, child and adult—needs to remember to buckle up, every trip, every time. Together, we can make zero fatalities a reality in Illinois.”

Auto Mall Water Tower Painting Project
The North Aurora Auto Mall Water Tower painting project is underway. This project will take approximately 6 to 8 weeks to complete. In order to complete this project, the water tower is being taken out of service, and the Village will be operating with only the East side water tower. During this time, water flow may change as the water travels through the distribution system and residents may notice some iron (orange color) in the water. Please know that this is not harmful, and should clear itself within a few days.
Also, during this project, the Village's water storage capacity will be reduced. Due to this decrease in water storage, the Village is asking residents to voluntarily curtail any lawn watering and unnecessary water usage (such as car washing, power washing decks, hosing out garages etc.) until the project is completed. Once the water tower painting project is complete and the tower is back in service, residents may resume normal water usage.
This project is necessary in the Village's ongoing efforts to maintain and enhance our water towers, which allows the Village to continue to provide quality water service to our residents. Help Reduce Storm Water Pollution - Water pollution prevention and control measures are critical to improving water quality and reducing the need for costly wastewater and drinking water treatment. Because water pollution can come from many different sources, a variety of pollution prevention and control measures are needed.
Stormwater runoff occurs when precipitation from rain or snowmelt flows over impervious surfaces such as driverways, sidewalks and streets, which prevents the runoff from soaking into the ground.
Stormwater runoff can pick up debris, chemicals, dirt and other pollutants and flow into the storm sewer system or directly into lakes, rivers, ponds and wetlands. Anything that enters the storm sewer system is then discharged into bodies of water we use for swimming, fishing and providing drinking water. This in turn can increase costs for treating our drinking water.
In an attempt to educate the community on ways to prevent the potential for storm water pollution, we ask that residents be aware of the direct links between land activities and rainfall and snow melt runoff that drains into storm drains and ends up in our rivers and streams. Clean up pet waste to keep it out of street gutters; sweep up grass clippings and rake leaves to keep yardwaste debris from blowing into street gutters; apply lawn fertilizer and pesticides sparingly; control soil erosion on your property by planting ground cover; clean up spilled automotive fluids such as oil, anti-freeze and transmission fluids from driveways and don’t hose the spills into the street. Please do your part to help eliminate storm water pollution.

Calls should be made 48 hours (2 business days) prior to doing any digging. The call is free and JULIE will notify all utilities to mark their locations to prevent any unintentional damage to underground utilities.

Overweight / Oversize Permits
Starting April 1st, 2017 the Village of North Aurora will be changing the way we process our overweight/oversize permits. We will be using an online-based permitting system via the website, www.oxcartpermits.com. Once the software is implemented, the older system of processing permits (via fax and/or email) will be discontinued. Any of the old permitting forms submitted after that time will not be accepted and/or approved.
Any company wanting to apply for an overweight/oversize permit in the Village of North Aurora will have to use the Oxcart permitting software. Registration is easy and can be completed on the Oxcart website under the Trucking login/sign up link https://www.oxcartpermits.com/user/trucking. Once registered, companies will then be able to reap the benefits of the following via Oxcart:
• Access a simple to use online interface for requesting local permits
• Paperless permits downloadable to your computer or any mobile device
• Eliminate tedious paper processes, faxing and phone calls
• Speed the process of permit approvals
• Features an online, interactive mapping solution to assist in route selection
• Online permit approvals pushed to your email inbox
• Provide an easy, online payment system (Credit Card Only – see below)
Processing and Credit Card Fees
In addition to the Village of North Aurora permit fees, Oxcart will require a nominal processing fee for each permit. Oxcart will also assess a credit card fee for each permit processed. Those charges are as follows:
• Visa, MasterCard, Discover, American Express and Diner’s Club – 2.9% of total permitting fee (permit & processing fee combined)
• Plus a $.30 transaction fee for ALL permits

Com Ed Smart Meters
As residents may have already noticed, Com Ed has provided information on Smart Meters with your Com Ed bills, including notice that they will be installing smart meters in North Aurora in the near future. The Village just learned that Com Ed will begin the installation of these smart meters in January 2017 and expect to complete the installation project by the end of March.
Smart Meters are digital electric meters that collect energy-usage information and securely send it to Com Ed. These Smart Meters are a key part of Com Ed’s effort to modernize the electric system and provide better service to customers with a stronger, more reliable electric system.

Waste Management Holiday Pick-up Information
Waste Management Recognized Holidays - In the event that any of the following holidays fall on a weekday, all refuse, yard-waste, and recyclable collections services on that day, and for the remainder of that week, shall be delayed one day after the recognized holiday. This will generally result in trash collection on Saturday for your regular Friday pick-up.
The following are the Waste Management RECOGNIZED HOLIDAYS that will affect trash pick-up:
New Years Day 1/1/17 - Trash pick-up Saturday Jan. 7
Memorial Day 5/29/17 - Trash pick-up Saturday June 3
Independence Day 7/4/17 - Trash pick-up Saturday July 8

What is hoarding?
"Hoarding is a complex disorder that is made up of three connected problems: 1) collecting too many items, 2) difficulty getting rid of items, and 3) problems with organization. These problems can lead to significant amounts of clutter which can severely limit the use of living spaces, pose safety and/or health risks, and result in significant distress and/or impairment in day-to-day living." - International OCD Foundation
North Aurora is a member of the Kane County Hoarding Task Force, which provides individuals, agencies, and organizations with the tools to help with this issue and aims to serve as a clearinghouse of hoarding information and resources in Kane County, Illinois.
The Kane County Hoarding Task Force was formed in 2014 to create a holistic approach to dealing with hoarding situations in Kane County. Member agencies work together to address all aspects of care, including mental health, senior services, animal control, cleanup and prevention of recidivism.
