PUBLIC SAFETY COMMITTEE MEETING MINUTES
APRIL 4, 2016
CALL TO ORDER
Trustee Mark Gaffino called the meeting to order.
In attendance: Trustee Mark Gaffino, Trustee Mark Carroll, Trustee Mike Lowery, Mayor Dale Berman, Trustee Mark Guethle, Trustee Chris Faber, Water Superintendent Paul Young, Public Works Superintendent Mike Glock, Police Chief Dave Summer, Village Administrator Steve Bosco.

APPROVAL OF MINUTES
1. Approval of Public Safety Committee Meeting Minutes dated February 1, 2016
Motion for approval made by Trustee Carroll and seconded by Trustee Lowery. All in favor. Motion approved.
1. Discussion on Batavia Park District Intergovernmental Agreement
Chief Summer stated that Staff was approached by representatives of the Batavia Park District in order to continue to validate the relationship between the two government entities. One of the issues was the enforcement of Batavia Park District Rules and Regulations within their parks and our community. Currently those parks are Bennett Park, Hartfield Park and Jones Meadow Park. Batavia and North Aurora have similar IGAs in place with the Fox Valley Park District Police presently. This allows the North Aurora Police to enforce trespassing, criminal damage to property, and citing people who are at the parks after hours. The Batavia Park District is in favor of this agreement and Chief Summer said he does not see a downside to this agreement. If there does become prosecution on anything the NAPD would write within Batavia’s jurisdiction, the Village would pay for the prosecution and would also receive any fine monies that would be collected. Staff is looking for the review of the IGA and direction as to whether it should be brought forward to the full Board. The commission was in favor of moving forward.
2. Discussion on North Aurora Police Department Community Outreach Programs
Chief Summer suggested a Community Picnic and open house at the police department as part of the Department’s Community Outreach Program as a way to connect with the community. Trustee Gaffino said it is a good idea. Trustee Carroll said, in the future, might benefit the police department to have it at the police department this year and next year at a park on the west side of town and throughout the community. The commission was in full support of this idea.

Trustee Gaffino suggested recognizing the CERTS volunteers at a future meeting.
Trustee Lowery asked if the Village Police Department is involved in the CIT program. Chief Summer stated the Department is involved with CIT (Crisis Intervention Training). Two members of the department are CIT certified and all of the supervisors are scheduled to go next month to get certification. This will move throughout the department until all members of the North Aurora Police Department are certified.
Motion to adjourn made by Trustee Carroll and seconded by Trustee Lowery. All in favor. Motion approved.
